What Windsor concrete tends to need
The housing near the center and out toward Poquonock and Rainbow is old enough that basements were built long before slab vapor barriers were standard. On the Day Hill side the buildings are recent, the slabs are large and flat, and the question is never appearance, it is what gets driven and dropped on them.
